As a talent I want to manipulate list of skills in description of proof that can confirm it

• Talent can choose skills with the help of drop down list (Choice options from drop down list should be created by developers).

• Talent can add only skills that are in a talent profile;

• Talent can add and delete skills in draft status proofs.

• Users can see the list of proof's skills.
