_changes metadata is no longer stored adjacent to the change monitored file and the backup repository is intended for file backups not general meta-data. Ticket: CFE-3275 Changelog: None

LogFileChange()no longer takes a repository destination, because change details forreport_diffsare now always stored under the state directory.Must merge together with cfengine/enterprise#1000 — either alone breaks the enterprise build.
