There's no need to synchronize the changeset ids in pre.json if certain changesets are deleted.

ci: run CI on Node 24 and add an empty changeset

@changesets/cli v3 requires Node >= 22 (it calls module.enableCompileCache),
so the changeset gate crashed on the Node 20 runner. Align CI with the release
workflow, which already runs Node 24. The bumps are development-only, so the
changeset is empty.
